The Mekong is the most controversial river in Southeast Asia, and increasingly the focus of international attention. It flows through 6 counties, China, Myanmar, Laos, Thailand, Cambodia and Viet Nam. The 4 downstream countries have formed the Mekong River Commission to promote sustainable development of the river and many of their people depend on it for their subsistence ? it has possible the largest freshwater fishery in the world, and the Mekong waters support rice agriculture in the delta in Viet Nam (which produces about 40% of that country's food) as well as in Cambodia, Laos and Thailand.China is now building the first large mainstream dam on the river, and has proposals for several more. These dams are likely to affect the downstream countries. This book provides a novel perspective on the origins of the Cold War in Asia, tracing it all the way back to the occupation of Japan after the Second World War. Schaller argues that the reconstruction of postwar Japan not only shaped the future of that country but the future of U.S. policy throughout postwar Asia, leading up to the controversial interventions in China, Korea, and Vietnam. The author shows how after the war, the United States sought to develop Japan as a stable bulwark against both Soviet expansion and Asian revolution. Schaller depicts the intense contest that raged among Americans, pitting the flamboyant Occupation Commander, General Douglas MacArthur, against virtually all civilian and military planners in Washington, including the president. First hailed as a hero and given nearly free reign to shape Japan's future, MacArthur was ultimately denounced by Truman and his advisors as a "bunko artist" who had wrecked Japan's economy and opened it to Communist influence. In place of MacArthur's ambitious social and economic reforms, the new Occupation program reconcentrated power in the hands of Japans's old elite. The book shows how Communist control of China and North Korea cut Japan off from its historic trading partners and forced officials to focus on developing the rich but unstable Southeast Asian states. Washington feared that economic blackmail alone would pull Japan into the Soviet orbit. Determined to secure Japan--the ultimate "domino"--the United States spurned possible detente with China, extended military aid to the French in Indochina, and finally entered the Korean War. Aspects of a shadow ecology include government aid and loans; corporate practices, investment, and technology transfers; and trade factors such as consumption, export and consumer prices, and import tariffs.In Shadows in the Forest, Dauvergne examines Japan's effect on commercial timber management in Indonesia, East Malaysia, and the Philippines. Japan's shadow ecology has stimulated unsustainable logging, which in turn has triggered widespread deforestation. Although Japanese practices have improved somewhat since the early 1990s, corporate trade structures and purchasing patterns, timber prices, wasteful consumption, import tariffs, and the cumulative environmental effects of past practices continue to undermine sustainable forest management in Southeast Asia.This book is the first to analyze the environmental impact of Japanese trade, corporations, and aid on timber management in the context of Southeast Asian political economies. It is also one of the first comprehensive studies of why Southeast Asian states are unable to enforce forest policies and regulations.
